Web page meta tag description is the second most important search engine tool. The description should provide a concise explanation of a Web page’s Content and this is why I have listed last. You need to write a 25 word maxium brief description of your web page which shuold incorporate keywords and phrases that are related to your product, message, service or business and words from your web page content. If you have done your job properly many of your key words and content words and phrases will be the same. This should be in a one paragraph form.
And yes, eventually this will need to be done for every web page but for now try to concentrate on the home (main) web page which is almost always the most important web page.
